2017 SECA Late Model Rules


RULE BOOK DISCLAIMER: Rules and/or regulations set forth herein are designed to provide for the orderly conduct of racing events and to establish minimum acceptable requirements for such events. These rules shall govern the condition of all events, and by participating in these events, all participants are deemed to have complied with these rules. NO EXPRESSED OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM PUBLICATIONS OF OR COMPLIANCE WITH THESE RULES AND OR REGULATIONS. They are intended as a guide for the conduct of the sport and are in no way a guarantee against injury or death to a participant, spectator, or official.

SECA officials retain the right to make all final decisions and in the continued interest of competition reserve the right to make any rule changes/amendments with dispute or appeal.

MEMBERSHIP FEES: 2017 SECA Late Model Membership Fees: $100

You MUST be a SECA MEMBER to receive weekly points. Weekly Points are NOT retroactive. You will NOT receive weekly points until SECA membership is PAID IN FULL. If membership is paid "after" event, that event does not count towards points or the mandatory 15 required for season ending events/payouts. Points start with first race at each weekly track and run through final weekend of September. The 2017 Weekly Championship ends on September 17, 2017.

POINT SYSTEM: The following system will be utilized for all of the above programs: Races with 8 or more drivers: 35-34-33-32-31-30-29-28-27-26-25-24-23-22-21-20-19-18-17-16-15-14-13-12 any other starters - 11 pts drivers attempting but not making main event will 10 pts.

Races with less than 8 drivers: 34-33-32-31-30-29-28-27-26-25-24-23-22-21-20-19-18-17-16-15-14-13-12 any other starters- 11 pts drivers attempting but not making main event get 10 pts. Weekly Championship Points are available from January 1, 2017 – September 17, 2017.

Awards Banquet will be held at the end of the season. Drivers/Owners are expected to attend or have a representative attend.
If you do not send someone to the banquet to collect your awards, winnings, we consider it as you do not want/need them. You will forfeit all awards, money that you have earned. In the event of a tie for any championship, tiebreaker will be determined by the driver with the most wins followed by most 2nd place finishes, etc. until the tie is broken. If a tie happens in any other position, the tie will remain with point fund monies added up between the tied positions and split equally.

ENGINES: All Engines and parts must be as from factory and all components thereof.

Any "unauthorized" changes will result in disqualification, no points, fines and other possible penalties including but not limited to being barred. This includes, but is not limited to, harmonic balancers, valve springs, push rods, rocker arms, and after market valve covers etc.

NO upgrades are allowed to any engine that may produce power via "performance enhancing methods". This includes any "breather system" modification.

IF CAUGHT CHEATING "WITHIN THE BOLTS" (INCLUDES "AFTERMARKET" VALVE SPRINGS)

Driver loses points, is fined $1000, and is barred from competition for 365 days. Driver cannot compete at any WEEKLY SANCTIONED TRACK. Track event: (Track receives 25% of $1000 fine once paid). Car owner (if separate) will be fined $500, or any penalties decided by SECA management. SECA upholds other crate sanctioning body suspensions for engine tampering inside the bolts. (engine infractions only).

Engine Seals: New GM bolts from factory, SECA, FASTRAK, NeSmith/Rush, or NDRA seals ONLY!

All engines MUST meet rules set forth by the South Eastern Crate Association.

PROTESTS: (Member Track Protest Rules APPLY) Top 5 can protest anyone in top 5 positions.

ENGINE CLAIM RULE: GM 602 HP $3500 Claim. GM 604 HP $6000 Claim. Participant refusing to allow claim will be considered 'illegal within the bolts' and penalties according to such will apply. Tear Down Rules: All fees much be paid in full within 5 minutes of protested car crossing scales. Protestor must have money in hand for protest. ONCE PROTEST IS DECLARED, IT CANNOT BE WITHDRAWN!

COMPLETE TEAR DOWN: $1000.00 Protest fee and
$400 Acceptance Fee. $200 goes to track, $200 to "SECA" selected technical inspector. $1,000 to winner of protest.

In the case of a full engine protest…Track promoter will claim entire engine, and meet at "selected" tech inspectors business (usually the following Monday or Tuesday). Illegal parts may be confiscated and destroyed!

APPEAL PROCESS: By participating in any SECA sanctioned event, you are agreeing that the decision made by SECA will be final. There is no appeal.

WEIGHT: GM 602 Car & Driver: 2200 lbs (Sanctioned track may or may not allow burn off). GM 604 Car & Driver: 2350 lbs (Sanctioned track may or may not allow burn off).

Any Car utilizing a factory GM sealed engine will get a 25 lb weight break from the above weight(s).

25 lb weight break for Hans device or Full containment seat. (This is either or, not both)

NO lead can be bolted to the rear axle.

Please display any weight breaks on the hood where it can easily be seen by techman at scale area.

CARBURETORS: One 4 barrel Carburetor only. Must have 1 11/16th (standard) base plate maximum. No exceptions. Billet base plates may be used (.780 maximum) 604 Engine: 1 inch carburetor spacer maximum (0 TOLERANCE). 602 Engine: 2 Inch carburetor spacer maximum (0 TOLERANCE).

Please take time to check your plate with a gauge, not a tape measure. Spacer may not protrude into carb or intake at any point. One gasket per surface allowed (.070 maximum). No fuel injection, nitrous oxide or other type systems allowed. Aerosol carbs are not legal.

FUEL SYSTEMS: Mechanical fuel pumps only. NO electric fuel pump of any type allowed.

EVACUATION SYSTEMS: EVACUATION SYSTEMS ARE NOT ALLOWED! This means any type vacuum system. Includes vacuum from that of breather system and/or any other means of "pressure evacuation"

HEADERS: Tri Y headers are not legal. No merge collectors.

OIL PUMP: Wet sump only. No external oil pumps. Even if considered "wet". Remote oil filter and lines permitted. (One) remote oil filter. Oil cooler allowed (One)

DISTRIBUTOR: No magnetos. Electronic ignition allowed. MSD type box allowed. No crank triggers or devices that allow external adjustment of timing.

ELECTRONIC DEVICES: No electronic devices allowed on car thereby enhancing adjustment of that car. Traction control is NOT legal. No remote control devices allowed on any car during any event. No electronic devices controlling shocks. Exotic Materials: ALL exotic materials are illegal including titanium and/or carbon fiber. Carbon fiber drive shafts legal for safety purposes

TRANSMISSION:
No straightdrives. No In and out boxes. Transmissions without "exotic materials" allowed. It must have working clutch with forward and reverse gear. Drive shafts should be painted white with car number. This is a safety issue! Drive shaft loop is highly recommended. This is a safety issue for all competitors. Automatic transmission allowed. Air shifters not allowed. Carbon fiber, aluminum or steel drive shafts permitted. Engine setback is 25 1/2 inches (measured from center of ball joint to front of engine plate).

REAR ENDS: Any Standard Quick Change Rear End. No open type (sprint car) rear ends. 9” Ford rear end or similar type rear end not permitted. No exotic metal  moving parts within rear end including wheel studs. Traction control not permitted.

BRAKES: All cars must have operational 4 wheel braking systems. Electric or manual proportioning valve permitted. Carbon fiber, titanium or other exotic materials are not legal. Brake Rotors must be magnetic.

WHEELS: Maximum 14 inch wheels permitted. Steel or aluminum wheels only. Bead locks are permitted. Carbon fiber or titanium wheels are not legal.

TIRES: Hoosier HTS Spec 1350 & HTS Spec 1600
(DRS 1600 ok). No grooving or siping. Crate Racin' USA D21 & D55 OK. NO Steer Tires Allowed! SECA recommends member tracks utilize the use of HTS1600 on the right rear for main events.

Tires may be checked by officials at any time and may be subject to meet minimum durometer requirements. (Check in advance with your weekly track). Tires may be confiscated by track at any time (for checking numbers, spec, altering, etc). Tires may be checked by independent lab for ‘treating’ and other alterations. Tires that do not conform to the manufacturer’s submitted benchmark will be deemed illegal. Buffing is permitted.

SECA reserves the right to alter tire rules for the standpoint of "SAFETY AND LOCAL TIRE RULES" SOFTENING, CONDITIONING, and TIRES NOT CONFORMING TO MANUFACTURER'S BENCHMARK ARE ILLEGAL! TIRE PROTEST (Not all weekly tracks have this) SECA is working to help build this process throughout all of our member tracks.

Please note, there are NO appeals, NO 2nd, 3rd, 4th samples sent. THE LAB RESULTS ARE FINAL.

Each track may have different fee and/or procedure for tire protest. Contact the track and be aware of track rules

(Penalties based on calendar year)

1st offense: $1000.00 fine, loss of points, loss of prize money, ONE race reduction on end of year standings (SECA will only score 14 races), and a 50 point deduction to year end points total.

2nd offense: $2500.00 fine, loss of points, loss of prize money, ONE race on end of year standings (SECA will only score 13 races), and a 100 point deduction to year end points total.

3rd offense: $5000.00 fine, loss of points, loss of prize money, and suspension to be set at SECA management discretion.

$500 of each fine will go toward the track where the tire was found not to conform with the benchmark set forth by Hoosier.

FIREWALL: Must be approved firewall (Series Official). Edges of firewall should be completely ‘sealed’ with silicone or similar material in case of fire. Floor should be reinforced for safety. Sheet metal beside driver should be strongly reinforced or use heavier gauge in this location.

BODIES:
2017 SECA will share body rules with the Nesmith racing Series.

NO RAISED OR GURNEY LIPS OF ANY TYPE ALLOWED ON BODY.

DOORS AND QUARTERS MUST BE FLAT, OR MAY HAVE AN OUTWARD BODY ROLL. NO DOORS OR BODY PANELS

ALLOWED TO BE ROLLED OR CURVED INWARD. NO TUNNELLING OF ANY TYPE ALLOWED UNDERNEATH BODY,

ALONG FRAME, OR AROUND FUEL CELL AREA.  A STONE SHIELD FOR REMOTE OIL FILTER OR TRANSMISSION IS

ALLOWED, 24" X 24" MAXIMUM LOCATED NEAR REAR ENGINE PLATE.

2. SPOILER SIZE - MAXIMUM 8". SPOILERS MUST BE MADE OF A SOLID MATERIAL SUCH AS LEXAN,

SHEET ALUMINUM, OR MATERIALS OF EQUAL STRENGTH.  SPOILER & SPOILER SUPPORTS SHOULD BE MADE

OF EQUAL MATERIAL ON ALL AREAS. NO OPEN SPOILER SUPPORTS.   SPOILER HEIGHT, WIDTH, AND ANGLE

MUST BE THE SAME AT ALL TIMES FOR THE ENTIRE AREA OF THE SPOILER. NO VARYING SPOILER HEIGHTS OR

SPOILER ANGLES.

3. ROOF SUPPORTS OR “C” PILLARS ON BOTH SIDES MUST BE MADE OF EQUAL MATERIAL. WINDOW OPENINGS ARE

ALLOWED BUT MUST BE THE SAME SIZE OPENING ON LEFT AND RIGHT SIDE. IF CLEAR LEXAN WINDOW IS USED

IT MUST BE USED ON BOTH SIDES. BOTH SIDES HAVE TO BE EITHER OPEN, OR BOTH SIDES CLOSED.

ELEPHANT EARS: NO MORE THAN 5" TALL (measured with straight edge down to hood)

INTERIOR: Interior body work may be dropped a maximum of 4 inches below the door. Drop interior must be enclosed at firewall in. Flat interior must maintain a minimum of 11 inches from roll cage to allow for easy exit in case of emergency. Plastic glare shield permitted at front of cockpit as normal method (4" max height).

ROLL CAGE: No aluminum or titanium cages permitted. All tubing must be a minimum of 1 1/2 inches and a minimum of .083 wall thickness. Three bars in driver’s side mandatory, two bars in right side mandatory. Must have a minimum of 1 inch bar, .083 wall thickness in halo section running either front to rear or diagonal across

DRIVERS COMPARTMENT/DRIVER SAFETY:

DRIVER SAFETY IS THE DRIVERS RESPONSIBILITY!  THIS IS NOT THE AREA OF THE RACE CAR TO TRY AND SAVE MONEY, ANY MONEY SPENT ON DRIVER SAFETY WILL ALWAYS BE WELL WORTH IT!

1. ALL CARS MUST HAVE 3" SEAT BELTS WITH SHOULDER HARNESS AND MUST BE ATTACHED TO ROLL CAGE.   3YRS MAXIMUM AGE STRONGLY RECOMMENDED.

2. ALL CARS MUST BE EQUIPPED WITH AT LEAST A 2 POUND ABC FIRE EXTINGUISHER.  SECA STRONGLY RECOMMENDS A 5LB HALON SYSTEM.

3. SECA STRONGLY URGES AND RECOMMENDS SOME TYPE OF HEAD AND NECK RESTRAINT SYSTEM, BUT IS NOT REQUIRED.

4. ALL DRIVERS MUST WEAR A COMPLETE FIRE SUIT.

5. GLOVES ARE NOT REQUIRED, BUT HIGHLY RECOMMENDED

6. CONTAINMENT SEATS ARE HIGHLY RECOMMENDED FOR YOUR OWN SAFETY. WE SHOULDN’T HAVE TO TELL YOU THIS.

FUEL CELL: Fuel cell must be mounted behind rear end housing between frame rails in what is known as "industry standard". It must be securely strapped with minimum of two steel straps. (Other state laws may apply…NJ, etc). Straps must be 2 inches wide x 1/8 inch thick. It must be mounted inside fuel cell steel box. No part of fuel cell may be below bottom of rear housing.

FUEL: Gasoline and Racing Gasoline ONLY! Fuels must have a Specific Gravity of .745 or less. Fuels with a Specific Gravity greater than .745 are illegal and driver will be disqualified! 2017 the following fuel companies have sent fuel samples to our lab for testing. (Renegade-VP-Klontz)

SHOCKS: Shocks at any position on the car including torque arm, lift bar must be constructed of magnetic steel or aluminum. Shocks of the “thru rod” style are NOT permitted. Remote reservoirs ARE permitted. Each shock may have a maximum of two external adjustment mechanisms. External reservoirs may only have one external adjustment. Adjuster mechanisms may not be hidden by the rod end. All adjusters must be located on the shock body, on the shock rod, or on the remote reservoir. Cockpit adjustable shocks are NOT permitted. No remote adjustments of shocks is permitted, including electronic adjustment whether hard wired or wireless. Shock/damper devices that are defined as inerter or damper(s) are NOT permitted anywhere on the car.

NO Air Shocks, Air Springs, Air Bump Stops, or Air Dumps. (These are disallowed in all SECA competition or sanctioned events.)


CHASSIS/SUSPENSION: Standard Late Model Suspensions Only. No Spring Loaded or Shock Type 4 Bar Rods.

Standard SOLID 4 bar rods ONLY. No torsion bar front or rear suspension. Sway bar OK

Standard one piece bird cages. No split bird cages.

Standard late model suspension equals one (1) shock per wheel, except on the left rear. Left rear is allowed two shocks, one in front of the rear end, and one behind the rear end. Shocks must be mounted verticle to axle tube, not horizontal

No wings or tunnels of any kind allowed on/under the body or chassis of the car.

NO Air Shocks, Air Springs, Air Bump Stops, or Air Dumps. (These are disallowed in all SECA competition or sanctioned events.)


RADIOS: Radios ARE NOT legal at any time (Tracks discretion). Raceceivers are mandatory at Bonus Races. Raceceivers must be in working order at all times. Should there be an issue with your raceceiver during an event, pull down and advise race official.

INDIVIDUAL TRACK RULES: Note that track rules on an individual basis may over ride SECA rules. This is in relation to burn off, RR tire selection, weight breaks for safety items, mufflers, safety items (window nets, gloves, etc). Check with individual track before competing.

BONUS RACES: Bonus Races points go towards weekly championship total. These races are run by the track staff, using track's format. SECA will set purse on these events (minimum $2,000 to win.) In order to receive bonus points, it must be determined by SECA that a driver made a legitimate attempt to race. EX: (If driver has mechanical issues during hot laps and can’t make the race, they will be awarded points). Drivers are allowed to count a maximum of 4 Bonus Races towards weekly championship total.

DISCLOSURE STATEMENT: PLEASE READ CAREFULLY. YOU ARE ENTERING INTO A LEGAL AGREEMENT BY COMPETING AT ANY EVENT HELD AT ANY SECA SANCTIONED TRACK. SECA RESERVES THE RIGHT TO ADJUST THE RULES AT ANY TIME AS SEEN FIT FOR SAFETY AND/OR COMPETITION REASONS.
