2014 SECA Rules
The rules and/or regulations
set forth herein are designed to provide for the orderly
conduct of racing events and to establish minimum
acceptable requirements for such events. These rules shall
govern the condition of all events, and by participating
in these events, all participants are deemed to have
complied with these rules. NO EXPRESSED OR IMPLIED
WARRANTY OF SAFETY SHALL RESULT FROM PUBLICATIONS OF OR
COMPLIANCE WITH THESE RULES AND OR REGULATIONS. They are
intended as a guide for the conduct of the sport and are
in no way a guarantee against injury or death to a
participant, spectator, or official.
Will be placed on the website
www.secaracing.com and relayed to each track.
2014 membership fees: $100
YOU MUST BE A MEMBER TO
RECEIVE WEEKLY POINTS. POINTS ARE NOT ‘RETROACTIVE’. YOU
WILL NOT RECEIVE POINTS UNTIL MEMBERSHIP HAS BEEN PAID IN
FULL . If membership is paid ‘after’ event, that event
does not count towards points or the mandatory 15 required
for season ending events/and or payouts.
Points start the first race of
each weekly track and will run through the final weekend
** Must use Hoosier tires to
receive point monies. HTS Spec 1350,1600 ONLY.
** SECA recommends that member
tracks mandate the use of the HTS1600 on the right rear
for main events only.

SECA Year End Shootout: TBA If Necessary (Based upon
sponsor commitments)Awards Banquet/Point
Funds/Tie-Breakers: SECA Awards Banquet will be held at
the conclusion of the season. Drivers/Car Owners are
expected to attend or have a pre-determined representative
to accept awards. Unclaimed payoffs and awards will be
mailed at a later date.
In the event of a tie for any of
the above championships, tiebreaker will be determined by
the driver with the most wins followed by most second
place finishes, etc. until the tie is broken. If a tie
happens in any other position, the tie will remain with
point fund monies added up between the tied positions and

All Engines and parts must be
as from factory and all components thereof.
Any "unauthorized" changes
will result in disqualification, no points, fines and
other possible penalties including but not limited to
being barred. This includes, but is not limited to,
harmonic balancers, valve springs, push rods, rocker arms,
and after market valve covers etc.
** NO upgrades are allowed to
any engine that may produce power via "performance
enhancing methods". This includes any "breather system"

Driver is fined $1000 and
barred for 365 days.

SECA upholds any other crate
sanctioning body suspensions for engine tampering inside
the bolts. (This only applies only to engine infractions)
Engine seals: New GM bolts as
from factory, SECA, FASTRAK seals, NeSmith seals, NDRA
** Even though other seals are
allowed at this time, note that ALL engines must still
meet rules set forth by the association.
PROTESTS (Track Protest
Rules APPLY at Member Tracks)
Top 5 cars can protest anyone
within top 5 positions.
Engine CLAIM RULE: GM 602 HP
$3500 Claim GM 604 HP $5500 Claim.
Participant refusing to allow
claim will be considered ‘illegal within the bolts’ and
penalties according to such will apply.
Tear Down Rules: All fees much
be paid in full within 5 minutes of protested car crossing
scales. Protestor must have money in hand for protest.
ONCE PROTEST IS DECLARED, IT CANNOT BE WITHDRAWN!
COMPLETE TEAR DOWN: $1000.00
fee. $200.00 goes to track, $200 to "SECA" selected
technical inspector, (engine will be put back together at
SECA selected engine builder for $600 plus any applicable
parts. (NOTE: $600 is for reassembly and re-sealing. Does
NOT include any additional needed parts related to wear
(Acceptance Fee) ($200.00)
CAM PROFILE: $300. $100 goes
PULL HEAD AND INTAKE: $300.
$100 of fee goes to track.
*In the case of Full engine
protest* Track promoter will claim entire engine, and meet
at "selected" tech inspectors business. ( Usually the

Appeal(s) must be made in
writing in the following manner.
1) For weekly tracks: In
writing the same night of said protest to track Official.
APPEAL will be heard by all
parties involved plus representative from SECA and
possibly legal counsel of SECA. By becoming a member of
SECA, you are agreeing that the decision made by SECA will
be final and party posting APPEAL has no legal rights
thereafter. Party protested agrees to accept final ruling
on this decision and has no legal rights thereafter.

officials at any time. May be subject to meet minimum
durometer requirements. (Check in advance with your weekly

known as "industry standard".
Must be securely strapped with
minimum of two steel straps. (Other state laws may apply,
Straps must be 2 inches wide x
1/8 inch thick.
Must be mounted inside fuel
cell steel box.
No part of fuel cell may be
below bottom of rear housing.
GASOLINE OR RACING GAS ONLY -
NO ETHANOL NO METHANOL, OR ALCOHOL - NO NITROUS OXIDE. NO
PROPYLENE OXIDE, OR CHEMICAL ADDITIVES. FUELS MUST HAVE A
SPECIFIC GRAVITY OF LESS THAN .745. ANY FUEL WITH A
SPECIFIC GRAVITY OF .745 OR GREATER WILL BE DISQUALIFIED.
IT IS THE RACERS RESPONSIBILITY TO KNOW WHAT HE/SHE IS
PUTTING IN THE FUEL CELL. THE NEW VP CHP RACING FUEL IS
STRONGLY RECOMMENDED, AS IT IS SPECIALLY FORMULATED FOR
THE GM PERFORMANCE CIRCLE TRACK ENGINES FOR
MAXIMUMPERFORMANCE AND DURABILITY.

All frames must be a minimum

Round tube frames must be a

Wheelbase minimum of 102.0 at

All "single bolt mount" clamps
must have duct tape or pinned at bolt to keep lead from

Jig chassis allowed.
Clip chassis allowed.
No wings or tunnels of any
kind allowed on/under the body or chassis of the car. Rock
shields are allowed as long as they do not create a
spoiler effect. These may be constructed of aluminum or
steel provided that they are attached securely to the
chassis and are a MAXIMUM of 18 inches in height and 24
inches in length. These Shields are designed to protect
oil pans and transmissions only and will be permitted in
those locations only.
